In an interview at the 2014 AFP Annual Conference, Liz Garner, vice president of the Merchant Advisory Group, discussed the pros and cons of retailers choosing chip and signature over chip and PIN. While some retailers may not want to use PIN, Garner emphasized that the ultimate goal is to reduce fraud in the system, therefore, two-factor authentication of any kind helps in that endeavor.
